BFJ Planning (in association with the NYU Rudin Center and Johnson & Asberry) is producing a Transfer of Development Rights (TDR) Toolbox to assist New York State Municipalities in implementing TDR programs. The project is funded jointly by the New York State Energy Research and Development Authority (NYSERDA) and New York State Department of Transportation (NYS DOT) with the primary objectives of demonstrating the benefits of TDR in coordination with smart growth principles and providing information to municipalities to facilitate implementation of local TDR programs.

The TDR Toolbox includes the creation of two Demonstration Projects in partnership with New York municipalities. The Demonstration Projects will provide assistance to the partnering municipalities in the form of a draft comprehensive plan amendment and related zoning changes, and will serve as case studies for other municipalities to replicate.
